Abstract The invention provides a full-automatic locating buoy apparatus and a use method thereof, and relates to the field of water conservancy. According to the full-automatic locating buoy apparatus and the use method thereof, including a main float, wherein a round plate is fixedly connected with a bottom of the main float, two symmetrically arranged side wing plates are fixedly connected with an outer surface of the main float, a rudder-like tail wing is fixedly connected with the outer surface of the main float, and a position recording device is fixedly provided inside the main float. The full-automatic locating buoy apparatus and the use method thereof overcome the defects that a conventional float gauging method is inaccurate and dependent on manual labor; by utilizing a real-time kinematic (RTK) gauge, characteristics of a location can be recorded in real time, an average velocity of water surface flow within 10cm under the water is automatically measured in real time, and thus the accuracy of the measurement of velocities of water surface flow can be improved; moreover, the buoy floats on the water surface with about 1cm above the water surface, as such, a calibration marker is provided for unmanned aerial vehicles to conduct measurement of water surface flow or video measurement of the flow, and the efficiency of monitoring velocities of water surface flow is effectively improved.
