A mechanism for installation on terrain, on a foundation or on a structure, to provide passive safety on highways, ports, railways or similar, for the protection of the respective vehicles or structures, comprising: at least one rigid element (6) disposed as one side of a triangle whose basal side rests against the terrain, foundation or structure and is articulatedly assembled with its first extremity at the apex of the triangle, its mid-point pivoted at an intermediate element (6a) which can articulate with respect to a point on the basal side of the triangle, and with its second extremity pivoted with respect to at least one friction element (3); the at least one friction element (3) has a body which extends longitudinally and a free extremity that are disposed in the direction of the basal side of the triangle, covering a distance greater than the projection of the rigid element (6) on said side; a member for dissipation by friction (2) comprising a number of stacked, rigid pressure elements (2a,..,2N), there being cavities defined between these to receive in a sliding manner and hold tightly said at least one friction element (3) in a portion of its longitudinal extension, where the pressure element (2a) rests fixedly against the terrain, foundation or structure; at least one elastic element (1) disposed with its axis in the direction of the degree of freedom of the mechanism and perpendicular to the basal side of the triangle, pivotedly linked by its distal extremity at the apex of the triangle to a panel (8) and to said at least one rigid element (6), and its proximal extremity resting fixedly on the pressure element (2N) to transmit a force which presses each friction element (3) between the pressure elements (2a,..,2N); the at least one friction element (3) and at least one rigid element (6) are linked by means of a coupling element (4) which connects them to a sliding support (5) resting against the terrain, foundation or structure, enabling the sliding of each friction element (3) perpendicularly to the impact load when this compresses the elastic element (1).
