In one aspect a tether is adapted to connect a remote device located within a body of water to a topside base station. The tether comprises an electrical conductor adapted to convey, using the body of water as a return path, data between the topside base station and the remote device. Also disclosed is a tethering system adapted to connect a remote device located within a body of water to a topside base station. The tethering system comprises a tether comprising an electrical conductor adapted to convey, using the body of water as a return path, data between the topside base station and the remote device. Also disclosed is a method of effecting communication between a remote device located within a body of water and a topside base station. The method comprises coupling an end of the tether of any one of claims 1 to 11 to the remote device; and coupling an end of the tether to the topside base station.
