An emergency starting device comprises a first output end and a second output end. The first output end is used to be connected to a positive electrode of a storage battery of a starting system of an engine, and the second output end is used to be connected to a negative electrode of the storage battery. The device comprises a super capacitor and a controller, wherein the controller is used to receive an electric signal from the storage battery, and when a sudden change of the electric signal occurs, the controller is used to connect the super capacitor and the storage battery to start the engine by utilizing power in the super capacitor. The device determines and selectively uses, via the controller, a DC-DC boost circuit and a battery unit, thus facilitating the process of charging the super capacitor. Also disclosed is an emergency starting method. By utilizing the super capacitor, the emergency starting device and the emergency starting method may be adapted for various harsh environments and permanently and effectively start the engine in an emergency condition.
