Techniques used in construction of Tokyo's Teito High Speed Transit Authority new 18 1/2 mi Tozaisen rail line tunnel, route running through densely populated area, more than half of it being underground; it is shown how tunnelers did manage to pare down costs to $ 7.8 million on 1.1-mi stretch that went through water-logged soil by using semiautomatic driving shields and rubber-lined precast tunnel segments.
