Study concludes that accidents, injuries and fatalities can be significantly reduced on state highways by conversion of these highways to freeways; it is found that this is only sure way of reducing accident experience; system of freeways in addition to state highway system will not reduce accident experience because accident rate will continue to increase on nonconverted state highways and overall result of accidents, injuries and fatalities will not be less than they were before construction of freeways.
