Foundation of research and experimentation is essential to make highways safer; systems engineering approach with its basic premise that accidents result from failures of system which includes driver, vehicle, highway and their interaction is discussed; major force for continuing improvement in highway standards has been Federal-Aid program under leadership of Bureau of Public Roads; because safety has been engineered into Interstate System, same drivers have only half or third as many accidents on it as on conventional highways.
