By 1985, near Dallas central business district (CBD), computer assignments predict traffic volumes three times capacity of freeways; but only 33% of traffic traveling near CBD will have origin or destination there; two of three vehicles will only pass through CBD because radials converge there; CBD-bypassing freeways were conceived to alleviate this problem; additional freeways have been provided in 1985 plan to provide, where practical, maximum of 3 to 5 mi between adjacent freeways.
