Assessment of fundamental characteristics which determine limitations and potentialities of VTOL aircraft for new short haul air transport system; forecast of size of world airline business in 1980 shows importance of short haul market and number of configurations of aircraft which might be considered for VTOL airliners are illustrated; results of Direct Operating Cost calculations for helicopters, tilt wings and fan lift aircraft; it is found that improvement in service offered to short haul passenger could be achieved within limitations imposed by community noise tolerance, using optimum combination of city penetration and aircraft speed.
