Relation of land based and ship borne air power discussed; advocates of long range as substitute for floating bases have never discussed air defense of Naval vessels or of merchant convoys; carrier meets that difficulty and will continue to so long as air power remains unable to take place of sea power in realm of transport; nevertheless, navies are tending to make wider use of land bases for reconnaissance aircraft; as ranges are increased, sphere of aircraft carrier will become more limited.
