Problem of control of oversaturated system comprising expressway, highway, and exit ramp leading from expressway to highway is discussed; traffic light is assumed to control intersection of exit ramp and exit highway; when this intersection becomes oversaturated, queue along ramp may spill back into expressway causing reduction of its throughput; any improvement in service rate of exit ramp can be effected at expense of causing some additional delay to traffic on exit highway; operation of traffic light serving intersection of ramp and highway is determined, which minimizes delay of vehicles served by entire system.
