Interim report of Committee of Institution of Naval Architects considers effects of present tonnage measurement laws on efficiency of ships; suggests short term policy of taking advantage of progress in design of propelling machinery resulting in smaller engine rooms, and long term policy of examining possibility of adopting simple method for determination of tonnage (e.g. displacement below defined load line, or measurement of quay space occupied).
