First instance of size of ship's cargo being officially determined was in 1416; present tonnage measurement system has become inconsistent; it may be partly ameliorated, but not perfected, by adopting Expert Committee's proposal; displacement tonnage system, doing away with superstructures and deductions, is recommended for consideration.
