Development in plant and methods makes roadbuilding possible on much larger scale at no increase over present prices and with fair chances of a decrease; study of highway work in Illinois during past 15 years leads to conclusion that essential requirements as to materials, railroad transportation, equipment, contractors, and engineering organization can well be met.
