System described consists of two transponders, one handling traffic from United States to Europe, and other traffic from Europe to United States; composite voice channel or TV signals frequency modulate 6 Gc carriers transmitted from ground stations, and at spacecraft repeaters 6 Gc signals are converted to 4 Gc and retransmitted; each transponder has associated with it beacon signal which is continually phase modulated by 14.5 kc subcarrier, which in turn is frequency modulated by 12 channel commutated telemetry signal.
