Experiment is scheduled by Centre National d'Etudes Spatiales, France, for flight on small special purpose satellite in 1968; report reviews main results of EOLE design study program with emphasis on description of system, range measurement, scientific data telemetry, and on board data processing and recording; satellite and balloon electronic packages at present limit maximum useful interrogation range to 2700 to 3000 km; balloon equipment is divided into electronic package including transponder, coder and antenna, and power supply package, suspended at 10 m and 20 m below balloon; analysis of performance.
