New theory of speed zoning and methods and results of tests designed to validate theory are presented; basic concept of theory is that relationship exists between rate of occurrence of accidents and distribution of speeds on section of rural highway, and that effectiveness of speed zoning in reducing accidents is dependent on speed distribution before and after zoning; results of tests run at 95% level substantiate theory presented; it is shown that coefficient of skewness is good indicator of potential accident reduction at site.
