Important systems parameters are single flight payload capability, number of launch attempts per year, cumulative number of space launches, annual mass delivered, cumulative equivalent payload mass delivered, achieved mission reliability, total direct operating cost per year, and specific direct operating cost to Earth orbit; trends which can be expected for characteristic system parameters are projected on basis of hypothetical launch rate model; it is shown that specific direct operating cost for cargo transportation to Earth orbit should improve by 4 orders of magnitude in one generation and capabilities for accomplishing space missions should increase by 5 orders of magnitude over 20 yr.
