Plans to measure electron density and other characteristics of ionosphere are based on capsule that separates into two parts so that radio waves can be propagated between them; relative phase shifts will thus provide "local" measurements that can be telemetered to ground station; construction of payload and various mechanical devices involved, including technique for measuring relative velocity of two sections by nylon tape striped at intervals with contactors; analysis of dynamic behavior of system governing parameters; results of ground tests.
