Potentials of low speed flight and problem of short haul air transportation to design and develop practical, economically feasible aircraft, which will combine hovering capability of helicopter with efficiency, freedom from vibration, and speed capabilities of turboprop aircraft; shortcomings of present STOL and of helicopter and advantages of VTOL-STOL transportation; it is shown that response of aircraft to turbulent air can be reduced by increasing loadings of fixed wings, and/or reducing span of those wings or by using rotary wings; noise problem can be alleviated by use of rotary wings for low speed flight and V/ STOL takeoffs and landings.
