In early 1965, automobile industry announced Highway Emergency Locating Plan or HELP, cooperative nationwide program in public service to provide means of communication for motorists in distress; initial operation of HELP program utilizes one of channels assigned to Citizens Radio Service, and 1000 monitoring stations manned by more than 20,000 volunteers are currently participating on nationwide basis; future program planned and its potentials.
