Construction project to modernize Belgian canal is described; to eliminate 28 locks, single inclined plane is built to raise or lower 1300-ton canal boats 223 ft vertically, moving them in 5000-ton tank of water; tank moves on rails on heavily built concrete trough that also accommodates counterweights; to keep incline in plane, excavation 100 ft deep and support for canal and transfer car are required.
