Tasks of Motor Vehicle Safety Performance Service are outlined and laws reviewed which are concerned with safety of new and used vehicles; systems approach presented involves -- Phase I, Precrash -- preventing occurrence of crashes; Phase II, Crash -- increasing survivability level in crashes that do occur; Phase III, Post-Crash -- providing prompt and effective attention to occupants.
