Results of research conducted to develop solid-propellant formulations that would not support combustion at ambient sea-level pressure are presented; lowest pressure at which propellant will fail to burn is defined as low-pressure deflagration limit of propellant; limit can be controlled by influencing certain rate-controlling steps in combustion process; propellants were formulated to yield combustion threshold pressures from 1 to 50 psia with only slight loss in propellant energy; factors influencing deflagration limit include size and shape of oxidizer and metal fuel, binder type and level, etc.
