First procedure of highway system planning study described considers peak and off-peak travel to obtain improved system measures for user cost quantification; second procedure utilizes range of unit time values and interest rates to evaluate more effectively significance of these two variables in economic evaluation; procedures are demonstrated through use of economic analyses conducted for Erie, Pa, and Waterloo, Iowa.
