Study of fundamental characteristics of VTOL aircraft, operational environment and aspects of safety in light of total aviation operating experience; experience in helicopter operation and testing of VTOL prototypes indicated operational problems associated with hovering (including takeoff and landing), transition to cruising, and human factors; nature of problems varies with type of propulsion and transition principle used; crash tests showed that occupant survivability can be improved through energy absorption in basic structure, improved seat and occupant restrain system design, and increased protection of occupant environment.
