Ships can be stopped almost instantly by use of split rudder developed by Nippon Kokan's shipbuilding division, in collaboration with Japanese Maritime Safety Agency; rudder consists of two leaves hinged together at skeg, or rear vertical edge; in emergencies, leaves are opened to form flat, vertical surface at 90° angle to keel, and action of opened rudder is similar to that of trailing parachute used to reduce landing speed of jet fighter.
