Traffic in scenic spots, especially during congestion, has competition, interaction, and choice between vehicles, between vehicles and tourists, and between tourists. This paper establishes models from the tour mode choice and traffic rush to evaluate their impact on road congestion in tourist attractions, to manage congestion issues. Game theory studies the competitive behavior of actors within an interactive environment. It establishes the game mode selection in the scenic area and the game model between the participants in the congestion state, and analyzes the game behavior of both parties. The tour mode choice and the traffic grabbing in the scenic spot are analyzed using the Harding and prisoner’s dilemma models, respectively. The conclusions show that developing public transportation can alleviate congestion. Publicity, education, and punishment can help to manage traffic behavior. Finally, some countermeasures to solve traffic congestion issues in the tourist spot are proposed from the perspective of the game.
