Highway capacity is the basic standard of highway construction and management. It is defined as the maximum volume of traffic flow through a particular highway section under given traffic conditions, road conditions, and so on. In order to explore the highway capacity model under complicated roadway characteristics, this paper establishes a practical model based on one month of serial data collected from loop detectors at different sites on the expressway in Beijing. On the basis of different road conditions, we classify the expressway into different types. Based on the gap acceptance theory, we establish a model for each kind of road and give the recommended capacity value separately.
