Railway transport has played an important role in national economy development and urban development. Railway planning is primary and fundamental premise of the railway construction and development, and the optimization of the railway network layout is the basilic task of railway planning. The paper studies how to make rational planning of railway network. Based on the development plan of national economic construction and development strategy of railway, and according to the requirements of construction financing and service level, an optimization model is put forward through the multi-objective programming method which attempts to seek a approximately optimal result of railway network planning, so as to conduct the railway construction. The result of optimization model provides an overall control strategy of railway network layout, which is conducive to the macro-management and decision-making.
