Railway rescue centers are the railway terminal within a given network reserved for storing and dispatching emergency materials. It is very significant to improve railway emergency response capabilities. This paper, based on the analysis of railway emergency response modes, designed a hierarchical structure of rescue centers classified based on a scale of emergency demand. Considering this ranking of rescue centers and risk assessment, a multi-objective model was established for hierarchical rescue center location with the goal of both minimizing costs and minimizing rescue reaction time. Additionally, a solution algorithm as introduced in order to solve the aforementioned model. Finally, real data from a case study was used to validate the model. The results show that this model is feasible and reasonable and can provide theoretical support for the construction of railway emergency logistics systems.
