With the rapid development of cities, urban traffic congestion has become more prominent. Adverse weather has a large influence on traffic flow at intersections. According to the actual observation data of detectors at intersections, the level of adverse weather is classified, and the analysis of traffic flow characteristics was presented in terms of the rain factor. In this paper, we proposed a new adaptive traffic signal control strategy to deal with the rain condition. We used secondary development of C# program language for this research. Then, a VISSIM simulation example was built in the condition of rain, no rain, and sunny day. All the results showed that this control strategy can reduce the delay of intersection effectively, and that research considering the adverse weather is useful as a reference in respect of regional traffic signal control.
