The microcosmic environmental traffic capacity and the operation characteristics of urban intersections are analyzed, and then the optimal model of the Environmental Traffic Capacity (ETC) of urban intersections is established using the Operational Street Pollution Model (OSPM) and revised Beijing University of technology (BJUT) Box model. The optimal model with the objective of maximizing the traffic volume of urban intersection is developed utilizing the non-linear programming theory, and the solution method is presented according to the Multiplier penalty function under general constraints. A case study shows that the maximum capacity of urban intersections can be obtained by NOx as the criterion compared to that by CO. The paper can provide some references for the intersection design and management and the road network operation.
