Having examined some shortcomings in existing car-following models, this study put forward to a new optimal velocity function (desired velocity) based on the dynamic equilibrium theory. The paper discusses its formation and validity in details. In addition, the research has also developed an improved dynamic model based on the well-known "stimulus-response" pattern. The paper presents its oscillation stability using the Lyapunov stability theory on motion. In a summary, this research contributes to advance car-following theories.
