The operational condition of traffic flow and capacity of a signalized intersection to some extent depends on the setting of signals; the better the signal timing, the greater the capacity of intersections. This paper analyzed the survey data of Wuyi Road-Southwest Road intersection, Dalian, calculated the current capacity and delays of the intersection, then re-organized traffic flow according to the practical traffic demand and designed an unsymmetrical five-phase signal timing scheme based on the principle of overlap phase. The calculation showed that using the improved signal timing scheme, it will result in a moderate increase in traffic capacity (21.9%) and an significant decrease of delays (53.1%).
