With the growing tension in the urban traffic congestion and serious environmental pollution problems, developing urban public transport has become the consensus of mankind to solve such problems. Conventional measures of bus transit running service are mainly based on the characteristic of service, which is the lack of analysis of the passengers' taking service progress. This paper analyzes the progress of passengers' taking service, which consists of three aspects, waiting, receiving, and leaving, and identifies the key factors of bus running service. Based on the identified factors, multi-level evaluation indexes are proposed to establish an evaluation method of the transit running service such as average waiting time reliability, average travel speed, travel time reliability, passenger load level, and speed fluctuation. A case study was carried out on bus route No. 49 located in Shanghai to evaluate the running services. The weak link of the running services is found. The research results show that the proposed evaluation method can represent the transit running service well and can be a guideline for the evaluation.
