This paper presents a continuous traffic network design model taking reliability and unreliability into account simultaneously under link capacity stochastic degradations, in which the upper level subprogram is minimization of total mean-excess travel times subject to budgetary constraints and the lower level subprogram is a traffic assignment model called mean-excess user equilibrium model that explicitly considers both reliability and unreliability aspects under travel time variability. A solution algorithm based on genetic algorithm is developed to solve the proposed model. A numerical example is also conducted to illustrate the proposed model and the solution algorithm.
