This paper discusses a new framework of public transport system adapted to Chinese metropolitans, based on Mass Rapid Transit (MRT) network system. Economic and Trip Chain analysis including the existing rail transit and the Bus Rapid Transit are presented in this paper. A Study on strategy and methodology of Sub-cycle Bus (SCT) planning, as essential part for establishing macro framework with coordinating the MRT and SCT bus network, integrating application of the bi-level programming theories and optimization methods is conducted. A solution and a sample of the framework are given.
