With stable development of container transportation in shipping industry, the transit shipment from road to railway of inland ports plays a significant role in multimodal transport. This paper presents the method of inland port location planning based on user equilibrium. In the study, the virtual connection simulating the process of transfer in inland ports is conducted to measure the fitness of inland port location through the cargo volume on virtual connection. At last, the methodology was applied into practical experiment with the results showing that the method can locate the suit inland port location.
