The change in traffic policy affects the characteristics of traffic and the direction of sustainable development of a city to a great extent. As an international metropolis, Beijing shares the same kind of traffic problems with other cities of the developed world, in its pattern of traffic development, especially in the city centre. The paper first discusses the development of the strategic transport model of Beijing based on the tool of STM (Strategic Transport Model). Then the paper presents an analysis of traffic patterns in the city centre of Beijing, and the policies that can be used to improve travel in the area. The paper presents two scenarios: cordon charge and increase in parking fee policies. The model is used to compare each scenario with a base scenario of Do Nothing, thereby enabling the relative performance of different policy choices to be assessed. Lastly, the paper provides a relative comparison of the two scenarios using travel mode, trip starts, average speeds, etc., and analyzes the effect of each policy on the environment based on NOx emissions. The numerical study testified to the validity of the model.
