Beijing suffered greatly from serious traffic congestion before 2008. With the incentive of the Beijing Olympic Games, Beijing transport authorities began to change transportation development strategy from supply of road infrastructure to demand adjustment. Urban rail construction and car use and ownership policies have surely played an important role in improving the road traffic conditions since 2008. However, the traffic cannot be kept in a good situation for a long period. Based on the status quo and future plans for transportation, as well as a series of assumption of indicators, two scenarios are designed to discuss car use frequency in quantified level, closely relating to car use policies and public transport development. The results prove that cutting down by 30% in car use is very important to hit the target value of transportation in 2020, and some possible solutions should be considered from now.
