The Brazos River Harbor Navigation District, also known as Port Freeport, Texas, commissioned TranSystems Corporation to develop a long range (20 year) port wide master plan for the development of the Port's facilities. This project consisted of a three element master planning effort. Element I, Business Strategy was developed to guide the master planning team in a market driven direction. The results provided in this report were developed from the results of the market potential identified in Element I. Element II, Multi-Modal Facility Master Plan was developed using the findings from the Element I results. Because Element III, Port Wide Master Plan of the project included results from Elements I & II, this manuscript concentrates on the Element III analysis and results.
