By analyzing the stochastic characteristics of traffic flow at an intersection, and according to the definition of phase clearance reliability (PCR), the quantitative relationship is researched among PCR, cycle length, and green time. Then, a calculation formula of the PCR is deduced from the stochastic of traffic flow. In the end, a simulation example of a two-phase signalized intersection is presented. The results show that the randomness of arrival rate has an obvious effect on traffic signal settings, and a numerical test illustrates the correctness of the model.
