The current situation, demand, and goal of road and waterway transportation safety in China were analyzed by using comparative research and statistical prediction. The results show that there are significant gaps in the road and waterway transportation safety level between China and other developed countries. From the present to 2035, the development of road and waterway transportation safety in China will enter a stable and better period. By 2035, the modernization of governance system and governance capability of road and waterway transportation safety will be essentially complete. From 2035 to 2050, the development of road and waterway transportation safety in China will enter a continuous improvement period. By 2050, safety level of road and waterway transportation will enter the ranks of advanced countries in the world. To ensure the completion of these goals, we suggest relevant policy changes.
