Building advocacy for the development of radical new systems within the Air Force—or DoD—requires the developer to engage a number of stakeholders within the acquisition and requirements communities. This paper discusses some of the intricacies and hurdles that a manager faces while attempting to negotiate the often confusing and complex processes of the requirements definition and acquisition communities. The importance of building a broad-based, committed coalition cannot be underestimated.
