Die heute auf den Regionalstrecken vorhandene Signaltechnik besteht zu einem erheblichen Teil aus alten mechanischen und elektromechanischen Stellwerken, die nur mit hohem Kostenaufwand zu betreiben sind. Um die Wettbewerbsfähigkeit des Schienenverkehrs in der Fläche nachhaltig zu fördern, hat sich die DB AG zum Ziel gesetzt, die alten Techniken durch kostengünstige, anforderungsgerechte, standardisierte Lösungen in modularer Bauform abzulösen. Nur dadurch ist eine effiziente Betriebsführung möglich. Als Grundlage für die Entwicklung einer speziell auf die Anforderungen der Regionalstrecken zugeschnittenen Stellwerkstechnik wurde das ESTW-R-Lastenheft (ESTW Regional) definiert. Im Rahmen eines Pilotprojektes auf der Regionalstrecke Kiel - Flensburg soll dieser Ansatz erstmals praktisch erprobt werden. Eingesetzt wird dabei das vorqualifizierte elektronische Stellwerk Alister von Vossloh Information Technologies, das nach CENELEC-Normen speziell für Regionalstrecken in Modulbauweise auf der Basis von Standard-Industriekomponenten entwickelt wurde. Dieser Ansatz reduziert deutlich die Investitionskosten und gestattet einen wirtschaftlichen Betrieb unter Gewährleistung der bahnüblichen hohen Sicherheitsstandards.
Today's signalling systems on regional lines are still dominated by old mechanical and electro-mechanical interlockings that can only be operated and maintained with high costs. In order to improve the competitiveness of rural railway traffic DB Netz AG decided to replace the old equipment with modern electronic interlocking systems step by step. DB's strategy aims at standardised, modular solutions that are tailored to the specific requirements of regional lines. This approach will increase the efficiency of railway operations leading to significant cost reduction. As a basis for the technical system development new operational and technical specifications (called ESTW-R/ electronic interlocking regional) have been defined for the regional lines. This new concept will be tested for the first time within an ESTW-R pilot project on the railway line Kiel - Flensburg in Northern Germany. Vossloh Information Technologies GmbH has been awarded a contract to equip the pilot line with its electronic interlocking system Alister that has been especially designed for small and medium-sized stations. From the beginning the whole Alister dvelopment process has been performed according to the current CENELEC standards. As a result the platform fulfills the highest safety level according to SIL 4. Alister is characterised by a modern system architecture applying modular industry standards in hard- and software (e.g. Programmable Logic Controllers PLC) like they are used in numerous areas of industrial automation. The benefits after project completion are improved customer services, optimised control processes as well as reduced life-cycle-costs.
