To facilitate matching between information to be provided and the congestion state experienced by a user when providing the information about the congestion state of trains to the user who uses the railway.SOLUTION: A congestion prediction device includes: acquisition means (communication unit 13) which acquires target train load information D6 being information about the congestion state of trains; and prediction means (control unit 11) which predicts the congestion state based on posted information D1 by inputting the target train load information D6 to a relationship model D3 which shows the relationship between the congestion state based on train load information D2 and the congestion state based on the posted information D1.SELECTED DRAWING: Figure 1
