To realize a congestion state estimation device capable of estimating a congestion state of a traveling vehicle.SOLUTION: A congestion state estimation device 1 comprises: a power supply request creation section 11 provided in a vehicle 10, for creating a power supply request to be transmitted to a ground power supply device 20 performing non-contact electric power supply to the vehicle 10 on a power supply lane; a counter 21 provided in the ground power supply device 20, for counting a number of reception times of power supply requests received by the ground power supply device 20; and a congestion state estimation section 31 for estimating a vehicle congestion state on a power supply lane, on the basis of the number of reception times of power supply requests counted by the counter 21.SELECTED DRAWING: Figure 1
