PROBLEM TO BE SOLVED: To accumulate information on a congestion state of a facility and supply it to a user without a cost on a facility side.SOLUTION: A congestion state grasping device 1 having an imaging part capable of imaging the periphery of a user wearing the device, comprises: an image recognition part 11 which performs image recognition on a peripheral image captured by the imaging part; a facility specification part 12 which specifies a facility where the user stays on the basis of the image recognition result; a congestion state specification part 13 which specifies the congestion state of the facility specified by the facility specification part 12 on the basis of the image recognition result; a congestion state information transmission part 14 which transmits facility information for identifying the specified facility and congestion state information on the specified congestion state to a server device 2; a congestion state information reception part 17 which receives the congestion state information from the server device 2; and a notification part 18 which notifies the user of the received congestion state information.
