To provide a technology of allowing an object ship to track an own ship.SOLUTION: A ship tracker 1 that allows an object ship to track an own ship includes a motion estimation unit 11 that estimates a motion of the object ship on the basis of a speed motion model of the object ship dependent on an obtained ship position of the object ship, a trajectory calculation unit 12 that calculates a trajectory plan of the own ship, which minimizes a distance between the ship position of the object ship and the ship position of the own ship, on the basis of the estimated motion of the object ship, and a tracking control unit 13 that controls the own ship so that the own ship will be tracked according to the trajectory plan.SELECTED DRAWING: Figure 2
